In Urinetown, the dull grays and filth shadow the people of the city, oppressing them, instilling fear, forcing them into line, until they decide to rise up. The colors of this set effectively reflect the environment of the show, while still differentiating the locations. Bathroom tile with urine-stained walls and a neat office set show the inequalities faced by the people of the city.
